If you wish to answer your question with an experiment, you will need to buy some oranges. For each orange, 1. Measure the circumference using a piece of string and a ruler. 2. Cut it open and count the number of seeds. I would just count the developed seeds, not the small, remains of undeveloped seeds. Not all cultivars (cultivated varieties) of oranges have seeds, e.g. 'Washington Navel' orange. Most commercially produced oranges are considered seedless although they may have a few seeds.
