Hi. I'm in Australia, so don't know about your specific situation.

It is most likely that the water you tip down your drains will go through a water treatment plant and then on to the outlet, probably the sea. Unless you have a water recycling system that cleans water for reuse it will do nothing to water storage.

If however you use your captured rainwater for household puposes that you would otherwise use tap water for, then that would certainly help with water savings. It would effectively have been swapped for water that would have been used in the reservoir.
