Subject: Why didn't Feburary 1865 have a full moon?

While standing in line for some food at school, I saw a "Random Facts" sheet for
the month of Feburary. It claimed that in 1865, there was no full moon in
Feburary. I don't understand why, though. What makes Feb. 1865 so special?
