non-living things.  I understand how a cold temprature and the 
wind causes a perceived lower temprature to humans but does it 
affect other things (like machines exposed to the extream cold, 
cars, etc.) the same way.  I think I heard a meteorologist say 
that wind-chill only affects human skin but I can't understand 
why it doesn't also affect everything exposed to it.  For 
example will a car start just as easily in a temp of -20 degrees 
(F) with no wind as in a temp of -20 degrees (F) with a 40 m.p.h 
wind?  Why?  Thanks,    Frank
