Since chamelions are reptiles, and all reptiles lay eggs and fertilize them
externally, chamelions do lay eggs and do not give live birth. The
phenomenon of live birth came along much later in evolutionary history.
The females lay the eggs and then males come along right after and
fertilize them. As to where they lay them, I would guess that they are
crafty enough to hide them from your average predator or gardener. I
suppose it would need to be a cool moist place, hidden from sight. They
may have nests, though don't quote me on that. And that would certainly be
a good place to look. It's also possible that there is are certain places
in your area where they go to breed, and the eggs may be localized there.
