It is hard for me to answer your question because you didn't tell me what 
you want to measure. I can only assume it is the pH, since the stuff you 
want to measure is the lime water. The only interesting thing I can think 
of about lime water is the pH, because it is supposed to be very acidic. I 
hope my assumption is correct. :)

For pH measurement, the most sophiscated equipment you can use is a pH 
meter. There is a pH electrode in the pH meter and you can directly read 
off the pH value from the machine. Less expensive way is using a pH paper. 
I believe you must have used pH paper in some of your science classes 
before. Basically you can tell what the pH is from the color change of the 
pH paper. There is a color chart which tells you the matching pH to the 
color.
