Kelly, It would seem to me that you would need to introduce the vinegar quickly and then release the pipet to let it move. From what you wrote, I am assuming that you are trying to make a jet propulsion pipet. If this is to be floated on water, then perhaps you can fill the pipet with some baking soda, and then float it in the vinegar solution. Squeeze the pipet which will allow it to draw up the vinegar solution. The reaction will take place, and the CO2 generated should keep the pipet afloat and propel it. You will have to experiment with the proportions to get it right. While it may be difficult to get the baking soda into the pipet, it may work best if you draw it up as you would a fluid. P.S.
