I am an Analytical Chemist, not a doctor. I can give you some information relating to the differences between Citrucel and Metamucil. However, you SHOULD CONTACT A DOCTOR for his/her opinion on the effectiveness of each product.

Both products are classified as: Laxatives (Bulk Forming.) The main action of both products is to pass through the digestion system and ultimately absorb water to soften the stool.

The main difference between the products is that Citrucel (Methylcellulose) is a synthetic or man-made product. Metamucil is made from a grown and harvested grain from a plant called, Psyllium. Only the Psyllium Husk is used in Metamucil.

I accessed the following websites to gather information to answer your inquiry:

Citrucel definition
Metamucil definition
Metamucil website

I was unable to find a specific Citrucel website. I hope that this answers at least a part of your question.
