Ammonia and phenol are both topical antiseptics as well as having mild anesthetic properties, so they keep the sore or broken skin from getting infected, while easing some of the discomfort associated with chapped lips. Phenol is commonly used in throat lozenges and sprays (like Sucrets® and Chloroseptic®) to the same end, and is more often used than ammonia.
