Subject: What will heat a pot of water faster aluminum on steel or steel on alum plate?

What would heat a pot of water faster? If I had a hot plate with a 1" thick 
plate of aluminum setting on it and a piece of steel sheet metal on top of that 
with a pan of water on that, or the hot plate with the steel first then the 
aluminum? I think the surface temperature will be the same but will the pan of 
water draw the heat from the aluminum faster?
