I wish I had a better answer.  The ducks have probably become accustomed to 
"city life" and may not be easy to get rid of.  

I would imagine they would get used to seeing a fake dog near the pool and very quickly realize it 
wasn't anything that would cause them any alarm.  If the dog would bark any 
time the duck flew near it, that may help, but that may not be something 
that is readily available to you.  

Something you most likely do have available is milk jugs.  Cut slits (three sides of a square) in the empty 
milk jugs, one each side (four altogether).  Fold out the squares and mount 
the milk jug on a stick, so that the jug can spin around.  When the wind 
blows, the jugs will spin and make noise.  Mount these jugs all around the 
pool.  Other things you can try are wind sockets, or wirily gigs.  Some 
people who live on lakes, have owls perched on their docks to keep seagulls 
away, but I've heard that they really don't help much.
