Although you can find a number of recipies for glow in the dark solutions in the chemical literature, most if not all would be toxic or irritating if they were not encapsulated in plastics. So the easiest and cheapest way to make the items you've mentioned glow in the dark would be to pick up some darkroom tape from a local photo store. Professional stores that cater to photographers will have rolls of this tape which is adhesive on one side and can be cut to any length (the wide will be fixed at a couple of centimeters). It lasts virtually forever and holds a 'charge', that is continues to emit a green glow, for an hour or more. The original use was finding controls and parts in a developing darkroom.
