What's on the web largely relates to the powers of particular superheroes,
or unsubstantiated claims of "psychokinetic abilities." To "control" the
formation of ice requires a source of water and equipment that allows one
to vary the temperature/pressure so that the ice will freeze. It remains
impossible to spontaneously create water, liquid or frozen, from nothing.
And humans, without further assistance from machinery, are not able to
mediate such physical phase transitions on their own.
